Independent veteran-led security organisation Worldwide Clearance-first

Ex-PLA Special Forces. Now Protecting the World.

PLA Special Forces is an independent, veteran-led organisation that engages former PLA special operations personnel — men and women who may lawfully work under the guidelines of the government that recruited and trained them — and deploys them worldwide as security specialists, close protection officers, self-defence specialists and risk advisers.

If you hold every required clearance, your discipline has a new purpose: to make the world a better and safer place to live for all.

Mission — the reason we exist, written first and read before every deployment.

Sec 01 The Mandate

Special operations training produces some of the most disciplined, adaptable and composed professionals on earth. Our mandate is to give that discipline a lawful, civilian and humanitarian purpose.

01

A second service, not a second army

We are not a military force and we do not take part in hostilities of any kind. Every specialist we engage works in a protective, defensive, advisory or instructional role — guarding people, sites, journeys and communities. Our work follows the law of the host country and the widely recognised international norms for private security, including the Montreux Document of 2008 and the International Code of Conduct for Private Security Service Providers.

That distinction is not a technicality. It is the reason clients trust us inside their homes, their project sites and their families’ daily routines.

02

Clearance is the gateway

A veteran joins us only when the government that recruited and trained them permits it. That means an honourable separation from service, completion of every post-service confidentiality obligation, valid exit and travel permissions, and a clean legal record in every jurisdiction that matters.

We never ask for, accept or use classified information. What we value is character, skill and judgement — not secrets. Where a clearance is uncertain, the answer is simply “not yet”.

03

Safer places, for everyone

Protection is only meaningful when it makes a place safer for everyone in it, not just for the person paying. Our specialists are trained to de-escalate first, to protect bystanders as carefully as principals, and to leave communities more capable than they found them.

That is why self-defence instruction and local security-force training sit alongside close protection in everything we offer. A safer world is built by many hands, not by a few guards.

Sec 02 Why ex-PLA special operations veterans

Forged by one of the world’s most demanding selection systems.

The People’s Liberation Army is the largest standing military in the world by active personnel — roughly two million serving members according to the International Institute for Strategic Studies’ Military Balance. Its special operations forces are a very small fraction of that number. Public accounts from Chinese state media describe selection that tests candidates to the limit across long-distance loaded marches, marksmanship, parachute and maritime insertion, mountain and plateau survival, and sustained sleep deprivation, with only a minority completing the course.

What survives that process is not simply physical toughness. It is a way of thinking: plan exhaustively, rehearse relentlessly, communicate precisely, and remain calm when nothing goes to plan. Those are exactly the qualities that separate a protective professional from a guard.

  1. 01

    Composure under pressure

Years of stress inoculation mean decisions are made slowly in the mind even when events move fast in the world.

  2. 02

    Environmental range

Plateau, desert, jungle, coastal and urban training gives our specialists the resilience to work where others cannot.

  3. 03

    Team cohesion

Small-team doctrine produces people who communicate in seconds and cover each other without being asked.

  4. 04

    Precision & restraint

Marksmanship discipline teaches the most important protective skill of all: knowing exactly when not to act.

  5. 05

    Service ethic

A culture of duty that, redirected into lawful civilian work, becomes quiet, reliable protection of others.

Sec 04 The Clearance-First Protocol

No clearance, no deployment. Without exception.

Every specialist passes the same five gates, in the same order, before they are offered a single assignment. The sequence is deliberate: legal permission comes before skill, because no amount of skill can compensate for a veteran who is not free to work.

  1. 1

    Government guidelines verified

We confirm that the government which recruited and trained the veteran permits private civilian employment, and that every post-service obligation — including any confidentiality period — has been completed.

  2. 2

    Identity & service record

Discharge documentation and unclassified service history are authenticated against official records. We never request details of classified operations.

  3. 3

    Background & legal screening

Criminal record, travel eligibility and sanctions screening in every jurisdiction where the specialist has lived or will work.

  4. 4

    Skills & medical assessment

Independent evaluation of fitness, first aid, protective skills, language and psychological readiness for civilian work.

  5. 5

    Host licensing & briefing

Local security licences, visas and permits secured; a written use-of-force and conduct briefing signed before deployment.

Sec 05 The global security landscape 安全

A world that needs more trained protectors — and better rules for them.

Private security is now one of the largest employers of trained personnel on the planet. The Small Arms Survey, a Geneva-based research project, estimated in 2011 that private security companies employ between 19.5 and 25.5 million people worldwide, and that in many countries private security personnel outnumber police officers. Industry analysts value the global security services market in the hundreds of billions of US dollars each year.

Scale without standards is dangerous. That is why the international community spent the last two decades building a framework for responsible private security: the Montreux Document (2008), the International Code of Conduct for Private Security Service Providers (2010), the ISO 18788 management standard (2015) and the UN Guiding Principles on Business and Human Rights (2011). We believe the organisations that will earn trust in the next decade are the ones that treat these texts as a floor, not a ceiling.

Chinese personnel are no strangers to international service. China has contributed troops to United Nations peacekeeping since 1990 and today fields more peacekeepers than any other permanent member of the Security Council. Veterans of that tradition understand multinational rules, mixed-nationality teams and the weight of working far from home.

Sec 06 The Operator’s Code

Five values every specialist signs before their first assignment.

Skill makes a specialist effective. Values make a specialist trustworthy. These five commitments are written into every contract, rehearsed in every briefing and reviewed after every assignment.

  • Lawfulness

We operate only where the law allows, only as licensed, and only within a written use-of-force policy. Host-country law and international human-rights norms are non-negotiable.

  • Discipline

Punctual, prepared, sober and precise. Discipline is the habit that keeps a principal safe on the hundredth uneventful day as well as the first.

  • Discretion

Clients’ lives, locations and conversations stay private. Veterans’ own past service obligations stay private too — we never ask them to be broken.

  • Protection of life

Every life counts equally — principal, bystander, adversary. De-escalation, avoidance and evacuation always come before confrontation.

  • Integrity

Honest reporting, honest billing, honest after-action reviews. Mistakes are declared, learned from and never hidden.

不战而屈人之兵,善之善者也

A guiding principle

“To subdue the enemy without fighting is the supreme excellence.”

— Sun Tzu, The Art of War, Chapter III

Two and a half thousand years later, this remains the most accurate description of good protective work. The best security operation is the incident that never happens: the route that was changed, the risk that was spotted, the confrontation that was calmly avoided. Our specialists are measured by what does not occur.
